To help make things more consistent between the UI and CLI, always write out the full configuration to file instead of splitting between "only differences from default" and "full set including defaults" that exists now. There is no reason why this has to be the case anymore.

This will also help reduce any potential issues in changes to default values in the future, unlike the changes that went into 3.3.0. It also aids in configuration portability between MPF implementations.
