Request: Provide multi-language support to MPF (only the UI program) such that the UI elements are available in the user's language. This makes dumping more accessible to people not familiar with English.

Key changes:

• Move strings into resources XAML
• Have a language setting in Options, potentially reading system (Windows) language to set the default language on first start.
• Design it around making it easy for people to copy an existing language set of strings and make a PR for a new translation

This request is not about adding multi-language to any of the command line tools, or any of the logging or output files. In fact, output files such as submissionInfo.txt should always remain in English.
