The PVD is only present on discs with an ISO 9660 filesystem. While the vast majority of discs have such a filesystem, TurboCD games, Sega CD games, 3DO games, Mac-exclusive games that only have a HFS filesystem, and DVD games that only have UDF filesystem don't have a PVD.

In this case, DIC's _maininfo.txt file will be 0 bytes IIRC.
Despite this, DICUI will leeave the PVD filed empty in the !submissionInfo.txt file.

Instead, I think it should say something like "No PVD found on disc".
