The executable seems to use PECompact. Notably, what should be a section name of PEC2TO has seemingly overwritten part of the .text section header data. This can very much mess up parsing, including resulting in the VERY incorrect COFF symbol table and essentially everything that follows. I don't know if there's a reasonable fix for this, to be 100% honest.
