Manager: Fix UUID generation for manager config headers
...
Fix different UUIDs generating depending on the whether the path
is absolute or relative; they now always match the ones saved
inside .cfg files
Also reduce some code duplication

Fix up file filters for filename fields of device configs for consistency
...
- Filter descriptions are now translatable
- Extensions get uppercase and lowercase variations on *nix
- Add "All files" option

qt: fix platform specific file dialog filters

Translations now only contain translation for the description and
extensions are generated in code taking account platform specific
differences.
