Broke out the ALi M5213 IDE from the ALi M1489 code (it turns out the ALi M1489 on-chip IDE is for all intents and purposes identical to the M5213) and made the Acer A1G use it.

PCI and IRQ rework, pci.c rewritten from ground up, fixes numerous issues such as the bridge being added when the number of normal PCI devices equals the number of normal PCI slots, Windows 95 PCI operation on Intel 430NX, sharing of PCI IRQ's with non-PCI level-triggered devices, having both configuration mechanisms operating at the same time (ALi M1435), etc., and makes the code much more readable.

Add the PB450 with MicroFirmware Phoenix 4.05 BIOS. The stock 1.0A BIOS... (which is the only stock BIOS we have for the PCI version of this board) is currently exhibiting setup utility issues and other POST issues. It will be added later as part of the BIOS switching feature.
