Porting my work for PCSX2 back to DuckStation.

Still a few things to do:

  • Dump validation
  • Fix up command line arguments
  • Fix up achievements
  • Fix up fullscreen UI
  • Hotkeys
  • Caching of game database
  • Fix linux build (probably dropping nogui, building qt6 on CI).
  • Fix controller types other than digital/dualshock.
