layer; move the header file out of block/ just like the implementation

Various aspects of the development workflow are complicated by the need
to set env variables ahead of time, or use specific paths. Meson
provides a 'devenv' command that can be used to launch a command with a
number of appropriate project specific environment variables preset.
By default it will modify $PATH to point to any build directory that
contains a binary built by the project.
This further augments that to replicate the venv 'activate' script:
* Add $BUILD_DIR/pyvenv/bin to $PATH
* Set VIRTUAL_ENV to $BUILD_DIR/pyvenv
And then makes functional tests more easily executable
* Add $SRC_DIR/tests/functional and $SRC_DIR/python to $PYTHONPATH
To see the benefits of this consider this command:
$ source ./build/pyvenv/bin/activate
$ ./scripts/qmp/qmp-shell-wrap ./build/qemu-system-x86_64
which is now simplified to
$ ./build/run ./scripts/qmp/qmp-shell-wrap qemu-system-x86_64 [args..]
This avoids the need repeat './build' several times and avoids polluting
the current terminal's environment and/or avoids errors from forgetting
to source the venv settings.
As another example running functional tests
$ export PYTHONPATH=./python:./tests/functional
$ export QEMU_TEST_QEMU_BINARY=./build/qemu-system-x86_64
$ build/pyvenv/bin/python3 ./tests/functional/x86_64/test_virtio_version.py
which is now simplified to
$ export QEMU_TEST_QEMU_BINARY=qemu-system-x86_64
$ ./build/run ./tests/functional/x86_64/test_virtio_version.py
This usefulness of this will be further enhanced with the pending
removal of the QEMU python APIs from git, as that will require the use
of the python venv in even more scenarios that today.
The 'run' script does not let 'meson devenv' directly launch the command
to be run because it always requires $BUILD_DIR as the current working
directory. It is desired that 'run' script always honour the current
working directory of the terminal that invokes is. Thus the '--dump'
flag is used to export the devenv variables into the 'run' script's
shell.
This takes the liberty to assign 'run.in' to the "Build system" section
in the MAINTAINERS file, given that it leverages meson's 'devenv'
feature.

Unfortunately, I don't have a lot of capacity lately to take good care of
s390 in QEMU like I used to; and it doesn't look like that situation
will change. So let me convert myself to a reviewer in the s390 areas I
co-maintain.
Fortunately, we still have two other maintainers for "S390 floating
interrupt controller", so no action needed on that front.
For the other sections we get two new maintainers: Hendrik will
maintain "S390 CPU models" and Ilya will co-maintain "S390 TCG CPUs".
Thanks Hendrik and Ilya for stepping up!

In 2018 (in commit 5f5246b6b) Jeff Cody stepped down as block
maintainer, but left himself as maintainer for VHDX and with a status
of "Supported", with the rationale:
For VHDX, added my personal email address as a maintainer, as I can
answer questions or send the occassional bug fix. Leaving it as
'Supported', instead of 'Odd Fixes', because I think the rest of the
block layer maintainers and developers will upkeep it as well, if
needed.
However, today the way we treat subsystems which are only maintained
under the general umbrella of a wider system is usually to mark them
as "Odd Fixes". The vhdx.c code has had no commits which aren't a
part of more general refactoring changes since 2020, and Jeff himself
hasn't been active on qemu-devel since 2018, so this seems also to be
how we've handled the code in practice.

HP-PARISC 715 machine with NCR710 SCSI chip
This series adds a new emulation for a HP PA-RISC 715/64 model,
as descrived here: https://www.openpa.net/systems/hp-9000_715.html.
That machine has no PCI bus and instead uses a "LASI" chip which has built-in
NCR 53c710 SCSI and i82596 network chips. Compared to the other already
emulated machines B160L and C3700, this machine should be able to support older
operating systems like HP-UX 9 as well.
The QEMU project participated in the Google Summer of Code 2025 program by
"Implementing LASI Network Card and NCR 710 SCSI Controller Device Models", and
Soumyajyotii Ssarkar stepped up to develop those drivers.
This patch series includes the code for the NCR710 SCSI controller,
the network code will follow in later patch series.

Add an emulation for the NCR 53c710 SCSI chip.
This SCSI chip was used widely in historic machines, e.g. as SCSI core
in the LASI controller in HP PA-RISC machines.
This driver was developed as part of the Google Summer of Code 2025 program.

The download cache of the functional tests is currently only growing.
But sometimes tests get removed or changed to use different assets,
thus we should clean up the stale old assets after a while when they
are not in use anymore. So add a script that looks at the time stamps
of the assets and removes them if they haven't been touched for more
than half of a year. Since there might also be some assets around that
have been added to the cache before we added the time stamp files,
assume a default time stamp that is close to the creation date of this
patch, so that we don't delete these files too early (so we still have
all assets around in case we have to bisect an issue in the recent past
of QEMU).
