Zhao Liu 067ab16cf7 acpi: Remove legacy cpu hotplug utilities ...

The cpu_hotplug.h and cpu_hotplug.c contain legacy cpu hotplug
utilities. Now there's no use case of legacy cpu hotplug, so it's safe
to drop legacy cpu hotplug support totally.
