Describe the bug
If there are two or more levels of modal open (ie a modal has been opened from another modal), navigating to a new page with the navigation manager only the top modal will be closed.

To Reproduce
Steps to reproduce the behavior:

  1. Open a modal from a modal
  2. Use the navigation manager to navigate to another page

Expected behavior
All modals should close
