Describe the bug
It seems that the scroll event causes a wrong calculation for the tooltip position. After few scrolls up and down the position is completely wrong.

To Reproduce
Steps to reproduce the behavior:

  1. Go to the demo page https://blazor.radzen.com/tooltip
  2. With a small browser window let do some scroll up and down
  3. The tool tip position will be wrong

Expected behavior
The correct position we have after the page has been loaded for the first time.
