Describe the bug
When a bottom-tooltip is switched to top-position the distance to the tooltip-target is too big.

To Reproduce
Steps to reproduce the behavior:
KitchensinkTooltip.razor.txt

Expected behavior
the position should be the same as it is for a top-tooltip.
I'd like to add a more general feature "tooltip-smartpositions" for all positions of a tooltip (not for bottom only)
