Describe the bug
Disabled DatePicker with AllowClear set to true can still be cleared

To Reproduce
Steps to reproduce the behavior:

  1. Create a Datepicker with options 'AllowClear' and 'Disabled' set to true and fill in with a default value.
  2. Even though the datepicker is disabled, it is still clearable.

Expected behavior
Disabled datepicker should not be editable or clearable.
