This file is taking an unbelievable amount of time to decompress, and it's getting slower and slower,
I can't even get it to finish decompressing,
Is there something wrong here?

You can try this file
I compressed it into zip and rar with no problem, only 7zip will do this
I guess it's caused by the large number of small files in the zip
