mrgleba c7fc5f8819 ZipWriter: use ArchiveEncoding.Default 
ShaprCompress is used internally in Mono to implement
System.IO.Compression, which allows the user to specify path encoding.
The change allows for specifying the encoding via
ArchiveEncoding.Default.
