START "ms-settings:" and focus? #10315

If, in CMD or PowerShell, running in Terminal, I issue (for example)

START "ms-settings:"

the settings dialog does not take focus (taskbar icon flashes).

In contrast, if I issue the same command given in a CMD or PowerShell running in a console, the dialog does take focus.

And, again in CMD or PowerShell, in Terminal, my own SHELLEX.EXE (wrapper for ShellExecuteEx) starts the dialog with focus.
