Environment

Windows build number: Microsoft Windows [版本 10.0.19042.746]
Windows Terminal version (if applicable): 1.6.10272.0

Any other software?
WSL2

Steps to reproduce

Set the config for WSL just like this:

{
    "guid": "{XXXXXXXX-XXX-XXXX-XXXX-XXXXXXXXXXXX}",
    "hidden": false,
    "name": "Ubuntu-20.04",
    "source": "Windows.Terminal.Wsl",
    "startingDirectory": "//wsl$/Ubuntu-20.04/home/cbw2007",  // <=== LOOK AT THIS
},

Then start WSL with windows terminal.

Expected behavior

The working directory switched to ~ automatically

Actual behavior

But it works when I open another one.

And I want to say that I'm not good at speaking English,so I may make some typos.I'm sorry about that:)
