Environment

Windows build number: Microsoft Windows [Version 10.0.18898.1000]
Windows Terminal version: commit 6c7dfd2ce45841d32f3990147506de2f7903485d

Steps to reproduce

Open the Terminal app and try to type any character that requires Alt-Gr, e.g., {, [ or \ on a German keyboard (probably affects other locales too).

Expected behavior

The terminal should show the character(s).

Actual behavior

The terminal shows control sequences or nothing:
