Windows build number:  Win32NT 10.0.19042.0 Microsoft Windows NT 10.0.19042.0
Windows Terminal version (if applicable): 1.5.10411.0

Steps to reproduce

Add new actions to settings.json, directly from https://docs.microsoft.com/en-us/windows/terminal/panes

Expected behavior

The old shortcuts should no longer function.

Actual behavior

Both the old shortcuts and the new shortcuts function. I would expect the old shortcuts to no longer respond as they've been remapped.

Bottom line: These shortcuts are interfering with Tmux shortcuts and I'm trying to disable them so I can use Tmux properly through WSL.
