Windows Terminal version (if applicable): 1.7.572.0

Steps to reproduce

Run Windows terminal as administrator
Open Settings
Browse for a background image --> Windows terminal is closing

Expected behavior

We should be able to select a picture

Actual behavior

Windows terminal closes
