Settings UI - scrollbar overlaying navigation menu when navigation menu is collapsed #12822

Environment

Windows build number: Microsoft Windows [Version 10.0.19042.844]
Windows Terminal version (if applicable): 1.7.572.0

Any other software? No

Steps to reproduce

  1. Go to Windows Settings -> Ease of access and uncheck Automatically hide scroll bars in Windows
  2. Open settings in Windows Terminal Preview, resize window to make navigation menu collapsed

Expected behavior

Visible icons in navigation menu, not overlayed by scrollbar

Actual behavior

Icons are overlayed by scrollbar if scrollbars are set to always visible. They are even if scrollbars are set to hide.

I wanted to comment to my post #9346 but it was closed referencing to #8894 which was by the way closed much earlier than I posted my issue.

Recently there was opened same issue in #11370 and it was closed as duplicate with reference to #8894. So now all issues are closed without any resolution.

Issue still persists. This can't be so hard to fix after so much long time. Btw watch out the bottom small scrollbar under Settings icon?!?!

Next thing, when "Automatically hide scroll bars in Windows" is enabled in Windows Settings, UWP apps updates their scrollbar immediately. Terminal needs to be restarted to get reflectefd to this change.
