Looks like the whole PrepareHelixPayload step was messed up on .NET. https://dev.azure.com/ms/terminal/_build/results?buildId=171744&view=logs&jobId=e9c2587f-d40e-58ba-19ce-de79960e69ef&j=9235745c-fc54-53ad-475a-db0cef308774&t=782b71c0-1581-5fff-4908-514d7873b4d5

Just have to root through the Helix scripts I guess...
