Steps to reproduce

First method

  1. Go to a folder in Explorer
  2. Right click and click Open in Powershell or Open in Linux shell

Second method

  1. Open Visual Studio 2019
  2. Run a project
  3. Same result as above

Expected Behavior

Windows Terminal opening regularly in the foreground, above other running apps

Actual Behavior

Windows Terminal opens in background when it's set as default terminal app and is run from Visual Studio or from explorer
