Run .\tools\razzle.cmd without restored nuget packages

Expected Behavior

Setup the dev environment

Actual Behavior

Output is

Setting up dev environment...
This folder contains more than one solution file.
Could not find vswhere on your machine. Please set the VSWHERE variable to the location of vswhere.exe and run razzle again.
