Windows Terminal was installed normally through the Microsoft Store.

The only thing that I can think would affect this is that I changed ProfilesDirectory to F:\Win\Users using sysprep on the first boot of this machine (WT was installed on the third).

Microsoft Support clarified that, despite the documentation suggesting otherwise, moving Users to another drive is invalid.
