Settings UI Issue following upgrade to Xaml 2.6.2 #14928

Steps to reproduce

Build current main branch and open the settings UI. I did a clean first to ensure there were no stale build artefacts.

Edit: This only repros for smaller window sizes, so you also need to set your font size to anything below the default of 11. I'm using font size 9 with Cascadia Mono. If you use font size 11 or maximise the window with font size 9 this issue doesn't occur.

Expected Behavior

You should be able to see and interact with the settings.

Actual Behavior

You can't see the settings - there seems to be a menu overlay over the top of the settings items, even though the menu isn't open.

This was closed by #11031 when we reverted that. This might be the upstream MSFT:35274166, which was fixed by https://github.com/microsoft/microsoft-ui-xaml/pull/5712. Regardless, this issue is gone for now, until we try 2.6 again.
