Steps to reproduce

Open Windows Terminal
Press Ctrl Shift 1 or Ctrl Shift 2

Expected Behavior

Ctrl Shift 1 -> Power Shell Tab
Ctrl Shift 2 -> Command Prompt Tab

Actual Behavior

These two shortcuts do not work.
Ctrl Shift 3/4/5/6/7/8/9 work as intended.

I've installed the UK English locale and enabled its QWERTY layout:

Unfortunately I can't reproduce the issue on either 1.12.2593.0 or 1.10.2383.0.
