Steps to reproduce

Enable scan mode, or any mode, and try to navigate the buffer using narrator.

Expected Behavior

No response

Actual Behavior

It reads one or two things, and then gets "stuck" or moves into the titlebar.

this is p0 and blocking for 1.11 moving to stable, 1.12 going to preview
