Tested on win11 current beta, and win10 19043.1237

Steps to reproduce

Set empty background image. In settings.json, set "opacity": 70 (or use new ctl + shift + scrollwheel) to change opacity. This works.

Set a background image as default (I used desktopWallpaper). Opacity disappears, changing settings do not change opacity with settings.json or with hotkeys.

Expected Behavior

Opacity setting will still apply as per config.

Actual Behavior

Opacity stops working.
