  1. Persist an unelevated Terminal layout
  2. Add an elevated profile
  3. close all terminal windows, so we launch "from cold"
  4. Use the jumplist to launch the elevated profile

expected:

just the elevated window appears

actual:

the elevated window appears, and the unelevated persisted layout comes back too

there's a theoretical fix in 46c6403 / 5614fde, but that was for a crash. I suspect it would also fix this.
