Steps to reproduce

  1. Open a terminal window
  2. Hover mouse over the close button.
  3. Observe double tooltip for the button.

Expected Behavior

Only one tooltip is shown

Actual Behavior

Two tooltips are being shown.

Still an issue in 2025, I would like to see how terminal team solves this, as I am also "rewriting" a self-drawn caption control in winui3, and I would like to remove the tooltip from win32.
