Pretty sure the white line at the bottom in fullscreen mode is by design - IIRC that's the taskbar. From the video, it looks like you've got "auto-hide the taskbar" enabled. If you have "auto-hide the taskbar" set in the Windows settings, then fullscreen apps are supposed to reserve a pixel at the bottom for the Taskbar. I believe most browsers behave the same. This is behavior that changes across primary/secondary displays, and is SUPER weird.

The last transition though does look like a bug. [maximize, focus on, fullscreen on, fullscreen off]. I bet we've got a dupe for that...

This is not a pixel at the bottom, it's about 4-5 pixels in my case. 2k screen with 150% scale in windows settings.

Also, if at the background of a terminal is browser opened (or any other fullscreen app probably), the little space at the bottom dissapears.

I have a similar issue on a 4k monitor at 150% scale when auto-hide taskbar is enabled. There is that annoying gap at the bottom, but it's there for me regardless of whether the terminal is maximized or in full-screen mode. Furthermore, having another full-screen/maximized application behind the terminal doesn't remove the gap for me, it just changes the colour to that of the app (grey in this example, harder to see, but zoom in and it's apparent):
