Unable to grab Screenshot using PrtScn (VK_SNAPSHOT) when running privileged window #17902

Steps to reproduce

With Greenshot installed, a popular print screen saving & sharing app, like ShareX,
When pressing the PrtScn button on the keyboard with the Windows Terminal window in focus nothing happens,
The expected behavior is for Greenshot to prompt for rectangle box selection, to capture part of the screen..

This behavior is consistent with any terminal app (bash, cmd, powershell)
However, the Alt+PrtScn button, which captures the focused window only, does work,
I mean the Greenshot hook works, and it captures just the terminal window..

I have isolated this issue to be UAC related, UAC is enabled on my machine, but the Windows terminal is running as Privileged (as admin), while Greenshot starts with normal Privileges,
This issue goes away when launching Greenshot as Admin..

I'm creating this issue for reference for others who like me might search issues for something like this..
