Duplicate tab should initialize at the same directory as the tab being dulicated #18027

Description of the new feature/enhancement

Right now, if you initialize a new tab, it defaults to the user home directory. If you are using the default shell, that is standard behavior for opening a new tab. It should open with the directory from the the tab you duplicated.

The Terminal can already do this, if you configure your shell to tell the Terminal about the CWD: Opening a tab/pane in the same directory in Windows Terminal
