WT does nor warn a process is running while closing it #19253

Steps to reproduce

Under MSYS2 I run rsync to backup data and it takes a while. If I click to close WT it closes without a warning that a process (rsync, in this example) is running.

Expected Behavior

WT should ask if the user really want to close it while something is running. This is what MinTTY and other terminals do.

Actual Behavior

WT closes silently
