WT / WTP Fail to load properly after first launch #19316

Steps to reproduce

Launch Terminal through either start menu or C:\Program Files\WindowsApps\Microsoft.WindowsTerminal_1.16.10232.0_x64__8wekyb3d8bbwe (normal & elevated) will show a window, then crash immediately.

After re-installing the software, the first launch works as expected, but all subsequent launches crash. Tasks I tried include pwsh, pwsh preview, command prompt, Az cloud shell.
In Task Manager, the process WindowsTerminal.exe also disappears.
This only happened in lastest Windows build, no problem before.

Expected Behavior

Normal run of WT, loading my tasks like pwsh, waiting for user input

Actual Behavior

Window shows up with no running of pwsh, can't input, and immediately crash.
