Can't type or paste into terminal after resize window. #19559

Steps to reproduce

If I resize the window by snapping it with Win+arrow or by dragging it out of a snap by clicking and dragging on the title bar then I can't type.

If I ssh into a computer and then resize the window then it does not break.

When it's broken, the cursor blinks on and off and will appear stay present while I'm typing. If I hold a key then it remains visible without blinking. It does not move and I don't see any characters. I can change focus to the other terminal in the split by clicking or using the alt+ key combo. I cannot paste. Not by right clicking nor with any keyboard combo.

The Touch Keyboard and Handwriting Panel Pervice is enabled.

I can open a new tab and type like normal.

This is not a dup of the other issue where the user can paste.
This is not a dup of the other issue where the Touch Keyboard and Handwriting Panel Pervice is disabled.
I don't have any msi software installed.
