Steps to reproduce

Install Terminal:
Download and extract current pre-installation zip.
Install with Add-AppxProvisionedPackage -Online -PackagePath $Bundle -LicensePath $License. Command completes without error.
Terminal now shows shortcut in Start Menu and the installation exists in C:\Program Files\Windows\Apps
Clicking Start Menu shortcut does nothing. Attempting to run the executable wt.exe or WindowsTerminal.exe results in a permissions error.

Exact same behavior happens on a clean install of Windows Server vNext

Expected Behavior

Windows Terminal opens.

Actual Behavior

Terminal Shortcut does nothing, calling wt.exe or WindowsTerminal.exe results in permissions error.

Zip version of Windows Terminal will work.
