Steps to reproduce

dragging tabs in Windows Terminal does nothing.

Per the release notes for Windows Terminal v1.18.2681.0:
"Windows Terminal 1.18 is here, and with it comes the coolest set of features ever:

You can finally pull tabs out of Terminal windows! You can also put other tabs back into other Terminal
windows. It's a whole thing." does not work. I have no experience with v1.18.2681.0 as the first 1.18 version which Microsoft Store downloaded is 1.18.2822.0.

Expected Behavior

Tabs can be dragged from one Windows Terminal window to another Windows Terminal window.

Actual Behavior

Nothing happened when selecting the tab in Windows Terminal window and dragged.

That's not a dup, but whatever. The implementation of pulling tabs off is really poor.
