I mean, that looks like a success to me. There's a threshold before it decides to comment:

be9fc200c7/.github/workflows/similarIssues.yml (L18)

none of those matched the tolerance, so it decided there wasn't anything that matched

I agree that this is a success without finding a match. But the pipeline run is incorrectly listed as failed and github mobile showed a message about the failed run.
