Opening terminal through Run panel always sets terminal window behind all other windows #21323

Windows Terminal version

1.18.10301.0

Windows build number

10.0.22621.0

Other Software

Literally any windows.

Firefox,
other terminals,
VS Code,
Spotify,
POSTMAN

Steps to reproduce

I can't seem to reproduce this on any other devices but on my machine all I do is:

  1. win + r
  2. Type wt into the text input
    image
  3. Press OK

Expected Behavior

I expect the window to open properly on top of all other windows. Opening the terminal by doing win + x then pressing i correctly displays the new terminal window on top of all other windows.

Actual Behavior

The window opens behind every other window. Here is a screenshot of what the window layout looks like when I alt + tab:
