Yep, that does look like some funky behavior in CMD. Alas, CMD is a pretty dated shell that's not being actively maintained. It's got a lot of rough edges, and for back-compat reasons, we won't be updating cmd.exe anytime soon. If you want a modern, updated shell on Windows, you should try out PowerShell 7.
