Issue: Downloads Failing and Restarting at 0 in Ollama and Docker

Description

When trying to download models in Ollama using:

ollama pull deepseek-r1:671b

or other models, the download starts fast at 120MB/s, but after a few seconds, it drops to 0MB/s, fails, and either stops completely or restarts from 0.

This issue also occurs with Docker when using:

docker pull <image>
docker compose pull

Even though my internet is stable (wired 1 Gbit/s fiber connection), the issue persists.

System Information

  • OS: Windows 11 (Version 10.0.26100.0)
  • Connection: Wired (1 Gbit/s Fiber)

What I've Tried

  • Restarting the system
  • Checking my internet connection (it works fine for other downloads)
  • Trying different repositories and images

  1. Run ollama pull <model> or docker pull <image>
  2. Observe the initial fast speed
  3. Wait a few seconds, and the download drops to 0MB/s
  4. It either stalls or restarts from 0

The download should continue and complete without dropping to 0 MB/s or restarting.

Thank you for the report!

Windows Terminal and the Windows Console do not impact the network functionality of applications you run inside them.

If you use the original Windows Console host, does your issue persist?
