That was in WindowsTerminal 1.23.2502.04003 (preview) (1.23.353.0).

In WindowsTerminal 1.22.2502.04002 (1.22.352.0), "center on launch" is honored.

Thanks for filing this! This used to be a checkbox in #9800, but I'll use this to be the real tracking issue

center on launch overrides persisted location

tl;dr the center-on-launch handling always overrides any position setting (including one that's from the persisted layout).

I'd be confident that the same center-on-launch handling similarly overrides tearout positioning.
