Quake Window Shortcut creates new tabs in Quake Window when Terminal is first launched by executing script #23031

Steps to reproduce

Prerequisite: Windows Terminal is set as default terminal for Windows.
Note: I tested this on my Windows 11 Machine and it did not happen there, only on Windows 10. Test for yourself if you experience a different result.

  1. ensure there are no instances of WindowsTerminal.exe
  2. run a test.bat file containing as its content pause
  3. do not close the window
  4. Try pressing the Shortcut to open/close the quake window multiple times, observe behavior
  5. close all instances again
  6. run windows terminal from the start menu
  7. press the shortcut to open/close the quake window multiple times again, observe behavior

Expected Behavior

during step 4 and 7 the quake window should open and close

(the bug form told me to put media here)

Actual Behavior

during step 7 the quake window opens and closes, but in step 4 it opens new tabs

Perhaps I should've checked that first. Maybe the standard Bug Form could mention that? Either way it seems I'll be using the preview version for now, thanks!
