This problem has little to do with the shell. Both PowerShell and WSL can reproduce it.

Steps to reproduce

As the title says, the window tab bar flashes in the case of dynamic background.
I'm not sure if the problem only occurs with dynamic backgrounds, but I can reproduce it with a dynamic background.
This dynamic background can be a playing video, a real-time statistics report, or a scrolling browser banner ad.
It looks like the window is switching between focus and non-focus quickly.

Below are two videos. The first one is a screen recording from the system, which records the flickering of the window. The other one is recorded with a mobile phone, and the problem is reproduced by playing the previous video.
