Steps to reproduce

Terminal preview by default adds an option in context menu - "Open in terminal preview" that opens it in a specified folder
When doing so recently it started opening a second instance of terminal, one in specified folder and one in current user folder
It happens ONLY if there are no terminal instanced opened

Expected Behavior

Only one terminal should be opened

Actual Behavior

Two terminal windows are opened
