That repository serves as the source of truth for many as a quick way to look up terminal capabilities and the Windows Terminal is not yet documented as supporting high color fidelity.

I appreciate your excitement here, but I do not think the burden is on us to update every third-party project that seeks to document the world.

This is officially documented for the Windows Console subsystem here. It's been supported since ~2017, before the advent of Windows Terminal.

termstandard/colors was created in 2019 with partial knowledge of all terminal emulators.

It was not up-to-date even then. 😄
