Color scheme dropdown scrolls off-screen when mouse wheel is used outside its bounds #23321

Steps to reproduce

  1. Open Windows Terminal settings (Ctrl + ,).
  2. Navigate to a profile's "Appearance" tab (e.g., Profiles > Defaults > Appearance).
  3. Click on the "Color scheme" (配色方案) dropdown to expand the list of schemes.
  4. Move the mouse cursor outside the bounds of the expanded dropdown list.
  5. Use the mouse scroll wheel.

Expected Behavior

The main settings page content should scroll, OR the dropdown should close, OR the dropdown should remain static. The dropdown list itself should not scroll independently of the page or fly off-screen when the mouse is not over it.

Actual Behavior

The color scheme dropdown list scrolls independently and can move entirely off-screen, detached from its originating UI element, when the mouse wheel is used while the cursor is outside the dropdown's bounds but the dropdown is still open.
