Steps to reproduce

Set default Terminal to wt preview (1.23.11132.0).
Disable UAC
When open Win + R (Run window) and type in "cmd" to call terminal.

Expected Behavior

Only open 1 window for wt preview.

Actual Behavior

Open 2 windows for wt preview.
